Why model capability is not enough
Organisations do not lack models. They lack a disciplined way to connect expressed intent to authoritative context, rules, capabilities and human judgement — and to record what happened.
Operational Intelligence addresses that gap without treating the model as the enterprise architecture.
What Operational Intelligence means
Operational Intelligence is DataMPowered's operating model for work where knowledge, rules, systems and human judgement must stay connected as intelligence reshapes how work is prepared and reviewed.
It sits between company authority (DataMPowered®) and platform implementation (ifCEM), with Judgement Governance™ as the governing discipline.
Language and intent
People can express what they are trying to achieve through language. The operating model must still establish intent clearly enough to assemble context, check authority and prepare reviewable work.
Language is the interface — not the authority.
Translation
Translation is understanding what the person or situation is actually expressing — turning ambiguous language into provisional institutional meaning.
A model may help interpret language. It does not decide what the institution means.
Discovery
Discovery finds potentially relevant institutional knowledge, capabilities, evidence, authority and requirements.
Where those already exist in systems, records or APIs, they should be found rather than generated.
Establishment
Establishment determines which discovered material is actually authoritative, current and applicable to this situation.
Do not infer what can be established. Authority, policy, delegation and requirements remain institutional facts.
Assembly
Assembly brings the relevant capabilities together around the case — people, systems, deterministic services, specialised models and, where useful, language models.
The architecture assembles what the institution already possesses. It does not invent a parallel institution.
Pathway discovery
The pathways available in a particular situation emerge from the relationship between assembled context, evidence, requirements, authority, constraints and institutional capabilities.
This is not predefined workflow branching, unconstrained model option generation, or a static service catalogue. The path can change as the situation becomes clearer, but it remains institutionally bounded.
Context, organisational knowledge and rules
Authoritative knowledge, policies, roles and systems remain the source of authority. Operational Intelligence assembles relevant context and makes applicable rules visible before work proceeds.
Existing capabilities and systems
The model is not the enterprise architecture. It is one possible execution mechanism within wider organisational capability. Many pieces of work may require no foundation model at all.
Operational Intelligence reuses existing systems, documents, data and professional judgement rather than replacing institutional authority.
AI interprets where useful. The institution establishes. Capabilities act. Humans judge.
Bounded work and execution mechanisms
Work is prepared through bounded capabilities — Workers — that may use deterministic execution, approved tool chains or selected language-model use where appropriate.
Workers are not autonomous agents, AI employees or individual foundation models.
Cognitive assistance
Where useful, cognitive assistance helps a person understand the assembled situation — summarising, comparing, explaining or organising complexity.
Metacognitive assistance, used more sparingly, challenges whether the situation has been sufficiently understood: missing evidence, unstated assumptions, conflicting authorities, unmet requirements, uncertainty or material differences from precedent.
Neither records the private thought process of the person exercising judgement. They support the environment in which judgement occurs.
Human judgement
Consequential judgement remains with authorised people. The operating model makes where judgement is required visible and preserves accountability for the outcome.
Accountable outcomes
An accountable outcome can be explained: who had authority, what evidence and rules applied, which capabilities were engaged and how the result was reached.
