Why DataMPowered exists
Organisations already possess policies, authority, data, systems, people, experience and executable capabilities. The difficult problem is translating a real-world need into institutional meaning, discovering what is relevant, establishing what applies, assembling the right capabilities around the situation, supporting judgement and preserving accountability.
DataMPowered exists to help institutions do that work — without treating a model as the institution or as the owner of judgement.
AI can assist where interpretation, synthesis or genuine probabilistic reasoning is required. It is one class of mechanism inside the operating model, not the reason DataMPowered exists.
The starting point is not a national programme or a generic platform sale. It is one consequential piece of work, one design partner and one measurable result.
The problem of knowledge becoming separated from work
Organisations have not lost their knowledge. They have become separated from it — buried across systems, documents, data platforms, organisational boundaries and layers of technical translation.
AI may help expose that knowledge, but it can also add another translation layer between people and institutional authority if work is not deliberately governed.

Operational Intelligence
Operational Intelligence is DataMPowered's operating model — how language, intent, context, existing capability, governed work, human judgement and accountable outcomes connect.
It is not a software module or an AI feature. It describes how accountable work should flow inside real organisations.
Judgement Governance
Judgement Governance™ governs how consequential human judgement is prepared, supported, exercised, evidenced and reviewable.
Judgement Governance is the governing discipline — not the operating model. It applies whether or not a model participated. It is broader than model governance and is not fully operationalised across every piece of work today.
Its foundational boundaries and supporting capabilities are implemented within ifCEM, while fuller customer-facing and institutional operationalisation continues.
ifCEM
ifCEM is DataMPowered's operational platform — where Operational Intelligence and Judgement Governance foundations are implemented for real professional work.
The public pilot is a usable product for bounded workflows, not a conceptual framework. Workers are bounded capabilities — not autonomous agents, AI employees or an artificial team.
The Supervisor mediates governed work. Many turns may use no foundation model at all. Models may assist interpretation or synthesis only where a bounded mechanism makes that appropriate.
Sovereign Operational Intelligence
Sovereign Operational Intelligence is DataMPowered's institutional vision — that the institution remains the authoritative source of meaning and action, regardless of which model providers or computational mechanisms assist.
It is a direction for institutional design, not a separate product layer above ifCEM.
Current product maturity
DataMPowered is at design-partner and pre-seed readiness — with a live public pilot, implemented platform foundations and progressively surfacing customer experiences. It is not yet enterprise-production proven across institutional deployments.

Core persistence, lifecycle, authority, linkage and read foundations are implemented. Broader customer-facing lifecycle experiences continue to be developed.
Internal issuance, persistence, association, projection and read foundations are implemented for eligible governed outcomes. Complete customer presentation, access and export are still being incorporated.
Founder background
DataMPowered was founded by Dakshan Pothuhera — a systems architect focused on governed, context-aware work inside real organisations, with experience across public-sector governance, enterprise platforms and large-scale digital delivery.
